On the Bill English quote, the key phrase is “new homes”
I think the only reasonable reading (which, admittedly, took me a few tries) is that new homes used to cost about as much as existing homes, with 30% of new homes in the lowest quarter of home prices, and 30% of new homes in the highest quarter of home pricies. Now, new homes are more expensive than existing homes. Only 5% of new homes are in the lowest-priced quarter of all homes and 60% of new homes are in the highest-priced quarter.
This would probably be clearer in a live speech — emphasis would help.
