We like to say ‘second lowest’

New Zealand has the highest rate of obesity in Australasia, according to a new global analysis.
The “Australasia” group has two countries in it. The proportion overweight or obese differs between those two countries by 3.3 percentage points.
There’s a good interactive visualisation from the IHME group who put the data together.

There can be more than two rates, though, right? The rate in NSW, and Victoria and Queensland? etc.

There could be, but in the research the story refers to, there aren’t any subnational rates, and the Australasia group contains just the two rates.
If the Herald had some other source for data on Australian states, they don’t mention it.
